The Card Was Empty Before You Handed It Over. It Was Empty on the Rack.

Somebody opens a gift card package in a store aisle, photographs the barcode and the PIN, reseals it carefully and puts it back on the hook. Weeks later a customer buys it, loads a hundred dollars at the register, and somebody checks that balance from a long way away.
The thief never touches the money as cash and never sees the buyer. The card was prepared before the sale, and the only thing the purchase did was fund it.

What Wall Street sells the rich, not you
Dear Friend,
Is it me, or does it feel like everything's a scam these days?
Fake texts from "Amazon." Fake calls about my car warranty.
But nobody runs a bigger one than Wall Street.
And they sell folks like us income products with sales fees as high as 7%.
Their richest clients get something else.
A small group of what I call "American Income Partnerships."
Line up the right ones and you get 12 checks a year.
One a month, each announced before it arrives.
The first lands November 13. You have to be in by October 30.

Look Behind the Curtain
The Federal Trade Commission describes the method directly: scammers tamper with cards in store displays, removing protective stickers or scratching the back to expose the numbers. With the card number and PIN they can take whatever is loaded onto it, without ever having the card in hand.
There are three variants, and the District of Columbia's attorney general laid them out in a consumer alert last December. One is scratching off the code and re-covering it. One is simply recording the code and waiting for funds to appear. The third is the nastiest: replacing the barcode on the package with a barcode belonging to a card the thief controls, so your money loads onto their card at the moment of purchase and the card in your hand was never worth anything.
This is organized, not opportunistic. Homeland Security Investigations runs a standing initiative on gift card tampering and puts the losses in the hundreds of millions. In June 2025 the Secret Service and federal prosecutors in Alabama charged two men after a traffic stop turned up more than five thousand gift cards in their vehicle.
The part that makes it work is the legal gap. Gift cards look like payment cards and are not treated like them. The federal rules that came out of the 2009 credit card law cover exactly two things: cards must keep their value for at least five years, and dormancy fees are tightly limited. The regulation that caps your liability for unauthorized use and gives you an error-resolution process specifically excludes store gift cards and anything marketed as a gift card. There is no fifty-dollar ceiling, no dispute process, no chargeback. A gift card is closer to cash than to a debit card.
Retailer terms reflect that. Walmart states plainly that it does not replace lost or stolen gift cards and disclaims liability for third-party use. Walgreens says the same. Replacement, where it happens, is goodwill and usually requires the receipt and the card number. Maryland became the first state to legislate here, with rules on packaging, employee training and in-store warnings that took effect across 2025.
The Capability Multiplier
The advantage is that every defense here is a thirty-second habit, and the scheme has no answer to any of them.
Buying from a locked case or from behind the register removes the whole attack, because the thief needs unsupervised time with the package. That is the single highest-value change, and it costs you one question at the counter.
Inspecting the package is the second. The FTC's instruction is specific: check that the protective sticker is present and undisturbed, and that the PIN on the back is not showing. If anything looks off, pick a different card and show the tampered one to a manager, which is how the rack gets cleaned.
Paying by credit card is the third, and it is the one that matters most after the fact. The gift card itself gives you nothing, but the credit card you bought it with gives you a dispute. That is the only reversal mechanism in the entire transaction, and it disappears if you pay cash.
Then speed. Register the card where that is offered, keep the receipt, photograph both sides, and have the recipient use the balance rather than leaving it in a drawer. A card sitting unused is a card waiting to be checked by somebody else.
The Sovereign Action
Five seconds at the rack, and one habit at the register.
- Buy gift cards from a locked display or from behind the counter, and avoid resale sites entirely.
- Inspect the packaging: protective stickers intact, PIN not visible, barcode not covered by a sticker that does not belong.
- Pay with a credit card. It is the only part of this transaction with a dispute process attached.
- Keep the receipt and photograph both sides. Without the card number, no retailer will consider a replacement.
- Tell the recipient to use it soon, and if a balance vanishes, call the issuer the same day and report it at ReportFraud.ftc.gov.
