For as long as most small business owners have been in business, the number was six hundred dollars. Pay a contractor that much in a year and you owe them a 1099 and the IRS a copy. The IRS instructions you will use next January carry a different number: two thousand dollars.

That is a real reduction in paperwork, and it arrives at the right moment, because the forms that go out in January cover what you did this year. It is also one of those changes that is easy to apply too broadly, and three exceptions survive it intact.

Dear Friend,

Every data center in America needs one piece of equipment before it can power a single chip.

A large power transformer.

Before 2020 the wait was about 140 weeks.

Today it is more than 160\. And climbing.

The biggest units run five years.

A child born the day you sign the purchase order is speaking in sentences before the crate arrives.

Now the part that should worry you.

The United States imports more than 80% of them. Eight of every ten.

This is the tollgate of the entire electrical economy, and America does not control it.

Software moves at the speed of a product launch. Weeks.

The physical layer moves at the speed of a factory. Years.

Technology can only move as fast as its infrastructure.

One company sits on the other side of that gate, holding the only federal license of its kind for the fuel America's next reactors are built to run on.

## Look Behind the Curtain

The instructions put it under a heading about increasing the threshold for filing certain information returns and backup withholding. The operative line says that for tax years beginning after 2025, the minimum threshold for reporting certain payments increased to two thousand dollars, and the box for nonemployee compensation now reads two thousand dollars or more.

Note the phrasing. It is written against tax years, not against the date you wrote the check, which matters if your business does not run on a calendar year. The same two thousand applies to rents, prizes and awards, other income and medical payments.

Now the three things that did not move.

Royalties still start at ten dollars. Gross proceeds paid to an attorney in connection with legal services still start at six hundred. So a business that paid a lawyer eight hundred dollars still has a form to file, and the instinct that the threshold is now two thousand across the board is wrong in exactly the case where people feel most confident.

The third is the one that costs money rather than paperwork. The threshold governs when you must send a form. It does nothing to the taxability of the income. A contractor you paid eighteen hundred dollars this year will receive no 1099 from you and still owes tax on eighteen hundred dollars, and still has to have it in their own books. Every freelancer and side-business owner reading this should hear that twice, because the quiet arrival of fewer forms in January is going to be mistaken for the arrival of less income.

Backup withholding follows the same new threshold, which keeps the two rules in step.

One more distinction, because it is the single most common mix-up in this area. None of the above is the 1099-K, the form a payment platform sends. That one reverted to its older test: more than twenty thousand dollars in gross payments and more than two hundred transactions, and both prongs have to be met. Different form, different rule, different numbers.

### The Capability Multiplier

The practical advantage is that this is a bookkeeping decision you make once in the next few weeks rather than a scramble in January.

Pull your vendor payments for the year now and sort them into three buckets: under two thousand with nothing special about them, at or over two thousand, and the exceptions regardless of amount, meaning attorneys and royalties. The middle and third buckets are your filing list. The first bucket is the work you just saved.

While the list is in front of you, check that you actually hold a completed W-9 for everyone in the filing buckets. Missing taxpayer numbers are what turns a routine January into backup withholding and corrected forms, and they are trivially fixable in October.

An assistant is good at this kind of sorting if you hand it your own ledger export and your own rules. It is poor at telling you what the rules are, which is why the IRS instructions, not a chatbot, are the source for the thresholds above.

### The Sovereign Action

Spend an hour on this before the holidays, not after.

- Export this year's vendor payments and split them at two thousand dollars. Everything at or above is a filing.
- Pull attorneys and royalties out by name, whatever the amount. Those thresholds did not move.
- Confirm you hold a signed W-9 for every vendor on the filing list, and chase the missing ones now.
- Tell the contractors you pay under two thousand that no form is coming and the income is still reportable. It protects them and it protects you.
- Do not apply any of this to a 1099-K from a payment platform. That is a separate rule with a twenty thousand dollar and two hundred transaction test.
